When a plan moves to Wealth Manager it carries strategy meaning and provenance — the verified intent, target allocation, contribution and rebalance semantics, strategy-level constraints, the methodology and data snapshot, evaluation references, and a content hash — and nothing else. It never carries broker authority: no credentials, no execution authorization, no account-specific suitability claims. Wealth Manager imports it as evidence and intent, then creates its own separate account authorization. The plan describes what to do; it can never, by construction, be the thing that does it.
